Expand their access to natural and economic resources and services. Increase their strength, assets, livelihood options, social status, independence and security.
Promote links and collaborative efforts with other groups.
Strengthen their leadership, managerial, organizational, technical, strategic planning, advocacy, and problem-solving capacities.
Address the special needs of dislocated and migrating populations.
Strengthen women's leadership and representation in decision making.
